Tell where you’re at in local businesses, catagorize the question to the area.

Try backpage.com or kijiji.com These are the next two largest online classified sites and while their traffic is nothing compared to Craigslist, it may be what you are looking for with less saturation.
Model Mayhem is a good place to start. It’s free to join; all you have to do is upload 4 pictures of yourself to become active. As you accumulate more photos, the original 4 can be replaced. It’s a great way to network with other models, makeup artists, and photographers.
Building a portfolio is pretty easy; just browse the photographers’ member profiles based on a radius from your home town, and send messages to the ones you want to work with. Most will offer TFCD and/or TFP arrangements, which also will cost you nothing. A useful feature is the “shout box” where you can post questions or comments to the group at large. You will find the members helpful and informative as you build your career.
